Client has extended the deadline to submit prequalification applications till May 28,2019 from the previous deadline of May 14, 2019.

Client has prequalified seven groups for the contract to develop this planned public-private partnership (PPP) sewage treatment plant (STP). It is planning to issue the request for proposals (RFP) to prequalified bidders by the end of August 2019. The seven groups approved by the client to participate in the tender are:

Majis International/ Toshiba Corporation
Metito (UAE) / Mitsubishi (Japan) / UCC / Qatar District Cooling Company(Qatar)
Power China / Mirqab / Redco (local) / Kangda Group (China)
Suez (France) / Itochu (Japan)
Sumitomo (Japan)
Marubeni Corporation / Veolia Water Technologies
Veolia (France) / Marubeni (Japan).
Client has set a target of selecting a preferred bidder in December 2019, with the plant scheduled to begin commercial operation in February 2023. The successful bidder will sign a public-private partnership agreement (PPPA) with client to cover the development of the STP on a build, operate and transfer (BOT) basis. The PPPA will be for a period of 25 years, with client's payment obligations backed by a sovereign guarantee. The client has appointed a team of advisers led by UK-based PwC, with the UK’s Mott MacDonald as technical adviser and UK law firm Eversheds Sutherland as the legal adviser.
